Resource leveling is normally applied in the project scheduling to accommodate the resources to resolve conflict that would arise if there was an over-allocation. Leveling is considered of utter importance to provide the appropriate allocation of the resources in the project. The proper and efficient accommodation of the resources can save the project from falling into a financial risk. Leveling is needed if for instance, there is a requirement of more people or machines than there are available in a project. Another situation where leveling would be required if a specific person is assigned for two tasks in a simultaneous manner. With the use of resource leveling the previous conflicts would be resolved.

I believe with the use of resource leveling conflicts could be avoided and therefore resolved. As previously mentioned in question 1, it is common for a resource to be scheduled in a simultaneous manner to make the project shorter or more efficient. When a project manager assigns a person for two tasks in a simultaneous manner, the use of resource leveling the tasks would be rescheduled concurrently or in a sequential manner to manage the constraints. With resource leveling, the workload can be balanced over the project period over the expense of one of the three constraints of time, cost, and scope.

Some of the situations that call for resource leveling include but are not limited to; when there is a maximum allocated budget per month, when there is a need for more equipment than what is available, when material demand exceeds supplies, or when the labor force exceeds the manpower required.
