1. Identify and define the differences between civil liberties and civil rights. Where in the Constitution do we find the foundations for each? How is constitutional and statutory authority divided up to protect both these areas? Are there groups or actors in the government that are more important in ensuring civil rights versus ensuring civil liberties? Why might we see this difference? Provide examples for all parts of the question in your analysis.
2. Explain the purpose of the Federal Reserve Bank. Define monetary policy, with examples of these policies in action, and explain the tools associated with it and the institutions who create and implement it. Define fiscal policy in terms of its tools and the institutions who play a role in its development and implementation; provide examples of

Explain, with examples, how the legislative and executive branches and independent agencies contribute to the nation’s budget by identifying and explaining the tools of economic policy each has? Provide examples for all parts of the question in your analysis.
3. Explain, with examples, how social policy moves through the stages of the policy making process. Discuss the content of these stages in terms of how policies develop and the political process of enacting social policy. Give an original example of a social policy as it goes through the stages. In your response, address the roles of the president and Congress social policy making. Bureaucracies, states, and interest groups also play a role; explain how each of these three players affects social policy outcomes. Include practical examples in your answer. In your answer, discuss the key individuals and agencies involved and differentiate between discretionary and nondiscretionary spending. Differentiate between contributory and noncontributory social programs. Provide examples for all parts of the question in your analysis.
4. Explain, with examples, how foreign policy moves through the stages of the policy making process. The presidency, Congress, and the federal courts all influence foreign policy making; discuss how the different institutions are more influential at different points of the policy making process and provide examples that support your analysis. How do each of the branches check one another, from an oversight standpoint, either before or after a policy is implemented? Use examples to illustrate your argument. The United States has several tools to make or influence foreign policy. Identify and explain at least three methods that the United States can use to implement foreign policy and the organizations that the United States works with to enact its policy preferences.
